This is a good early start. This means that anyone can do it. One assumes that those who are already using it are those who believe their traffic to be vulnerable to "Store Now Decrypt Later (SNDL)" attacks. Most of today's Internet traffic will no longer be intresting by the time that quantum computing becomes efficient. The first organization to use quantum computing to attack cryptography will be NSA.
